USTDA generates an average of $231 in U.S. exports for every dollar it programs. Since its inception, the Agency has supported more than $119 billion in U.S. exports to infrastructure projects in emerging economies, helping companies create good-paying jobs across the United States.
Arlington, VA – Today, the U.S. Trade and Development Agency hosted the U.S.-India Climate Technologies Action Group (CTAG) Forum on Decarbonizing Pathways to deepen collaboration on mitigating the impacts of climate change and transitioning towards sustainable, low-carbon economies. The Forum was held in New Delhi, India and featured U.S. Ambassador to India Eric Garcetti as a keynote speaker.
“Tackling the global climate crisis requires strong partnerships and mobilizing technical innovations, which is exactly the purpose of CTAG and the objective of this Forum. The U.S.-India partnership to accelerate the development and deployment of clean energy solutions is critical to our shared goal of global emissions reduction,” said Enoh T. Ebong, USTDA’s Director. “There is extensive opportunity for U.S. innovations to support increased clean energy access across India.”
Roughly 100 energy sector stakeholders, from both the public and private sectors, attended the Forum to share insights on topics like India’s energy landscape, sustainable fuels, water management for industrial use, the role of women in energy development, and the promise of new and emerging technologies like artificial intelligence. The Forum was organized in partnership with the U.S.-India Strategic Partnership Forum (USISPF).
Ambassador Garcetti said, “As climate and clean energy leaders, the United States and India share a common vision to deploy clean energy at scale during this critical decade. We are working to reduce and mitigate emissions, and we’re collaborating with private sector partners to work towards economy-wide decarbonization, in ways that make sense for our different national circumstances. Together, we can serve as a catalyst in our global efforts.”
USTDA plans additional programming to build on the Forum by hosting an Indian delegation in the United States later this year. This event will familiarize the delegation with U.S. innovations and best practices for emissions reduction including methane abatement, carbon capture and storage and net-zero hydrogen infrastructure.
USISPF India Managing Director Nivedita Mehra said, “Washington and New Delhi continue to coalesce in tackling some of the biggest challenges of the 21st century and none more pertinent than climate action. Through our work with USTDA and CTAG, we have built new paths for energy collaboration and deeper partnerships in climate technology across both the public and private sectors. India’s clean energy transition is a priority, and a concerted effort is being made on green hydrogen, biofuels, and e-mobility to give India, a comparative advantage in renewables and to work towards the mission pledged by Prime Minister Modi for India to become net zero by 2070.”
Launched in August 2021 by USTDA and USISPF, CTAG works to advance renewable energy deployment, control emissions, enhance energy efficiency, and promote climate resilience. By sharing technological expertise, facilitating investments, and fostering knowledge exchange, the U.S.-India partnership both addresses climate challenges and unlocks new opportunities for green growth and prosperity.

Arlington, VA – U.S. Trade and Development Agency (USTDA) Director Enoh T. Ebong will travel to Atlanta from March 25-27 to highlight opportunities for Georgia companies to export to USTDA-funded infrastructure projects in sub-Saharan Africa. The Director will join the Atlanta Phambili roadshow of South African government and business leaders that U.S. Ambassador to South Africa, Reuben E. Brigety II, will lead under the Prosper Africa initiative.
“The core of USTDA’s mission is the deployment of U.S. technology to the priority infrastructure projects that we help to develop in emerging economies. A critical component of our success is connecting with U.S. companies that offer sustainable infrastructure solutions,” said Director Ebong. “Atlanta is an innovation hub and gateway to many countries in Africa. It is a natural partner for USTDA as we build our portfolio across the continent.”
During the three-day roadshow, Director Ebong will highlight USTDA’s commitment to the region, particularly as a convener of U.S. and African business. While with the delegation, Director Ebong will meet with Atlanta Mayor Andre Dickens, join conversations with U.S. companies about South Africa’s business environment, and participate in an investor roundtable. She will also deliver remarks at the roadshow’s Trade and Innovation Event to highlight how USTDA helps to develop Africa’s infrastructure for trade.
While in Atlanta, Director Ebong will meet with Georgia Africa Legislative Caucus to identify ways for USTDA to help promote sub-Saharan African infrastructure development opportunities for Georgia’s business community. She will also speak to students at Spelman College.
Director Ebong will also reconnect with USTDA’s Atlanta-area Making Global Local (MGL) partners to update them on USTDA’s latest priorities and deepen collaboration for outreach to local companies. USTDA’s MGL partners in Atlanta are The Georgia Department of Economic Development, Invest Atlanta, the Metro Atlanta Chamber of Commerce, the University of Georgia Small Business Development Center, and the World Trade Center Atlanta.
The Director’s travel to Atlanta advances Biden-Harris Administration priorities, including the Prosper Africa initiative to substantially increase two-way trade and investment between the United States and sub-Saharan Africa, the Partnership for Global Infrastructure and Investment, and the Digital Transformation with Africa Initiative. It also furthers commitments made at the U.S.-Africa Leaders Summit in December 2022.

Ebong announced USTDA funding for a series of international workshops to advance U.S.-led civil nuclear energy deployment in Europe and Eurasia. She announced the Agency’s new commitment following her participation in the U.S. delegation to the International Atomic Energy Agency’s inaugural Nuclear Energy Summit (NES) in Brussels.
“Civil nuclear energy holds promise as a clean and secure energy solution, and USTDA is at the forefront of supporting our partners both to develop frameworks for deployment and to advance their individual infrastructure needs,” said Director Ebong. “Our previous workshop series helped to bring consensus in Europe that small modular reactors have a role in the continent’s energy transition and climate plans. I am pleased to announce our upcoming series, which will build on this progress by focusing on technology deployment. We look forward to working with U.S. industry and our European partners on an agenda that will generate opportunities for U.S. companies while helping our partners advance their energy and climate goals.”
Over the next two years, USTDA will host four workshops in Europe and the United States to promote industry-wide transatlantic partnerships and support decision-makers as they plan for implementation of civil nuclear energy projects. The first workshop will be held this fall at Oak Ridge National Labs in Tennessee.
This workshop series takes the next step following USTDA’s previous five-part workshop series on small modular reactor (SMR) technology and civil nuclear energy regulations and standards in Europe. That series focused on bringing together U.S. and European public and private sector officials to focus on creating an enabling environment for SMR deployment in Europe.
This program is the latest in USTDA’s recent portfolio of nuclear energy-related activities, including project preparation to enhance climate and energy security in Indonesia, Poland, Romania, and Ukraine. In Poland and Romania, USTDA’s assistance led to the selection of U.S. technology for pioneering nuclear energy projects.

USTDA’s civil nuclear energy programming generates opportunities for U.S. companies while helping our overseas partners advance their energy and climate priorities. Among the Agency’s programming is support for innovative small modular nuclear reactor (SMR) technology.
- Europe and Eurasia Regional: Over the next two years, USTDA will host four workshops in Europe and the United States to promote industry-wide transatlantic partnerships and support decision-makers as they plan for implementation of civil nuclear energy projects.
- Europe and Eurasia Regional: USTDA funded and organized a five-part workshop series on SMR technology and civil nuclear energy regulations and standards. The series focused on convening U.S. and European and Eurasian public and private sector officials to focus on creating an enabling environment for SMR deployment throughout the region.
- Indonesia: USTDA-funded technical assistance will support Indonesia’s state-owned power company, PLN Indonesia Power (Indonesia Power), in its development of the country’s first SMR nuclear power plant. Indonesia Power selected Oregon-based NuScale Power OVS, LLC (NuScale) to carry out the assistance in partnership with a subsidiary of Texas-based Fluor Corporation and Japan’s JGC Corporation. The proposed 462-megawatt facility would utilize NuScale’s SMR technology and advance Indonesia’s clean energy transition.
- Poland: A June 2021, a USTDA-funded front-end engineering and design (FEED) study bore fruit when its recommendations informed Poland’s decision to select Pennsylvania-based Westinghouse Electric Company to supply the technology for the first three reactors of the country’s first nuclear power plant. Virginia-based Bechtel Corporation was added to the project development team in May 2023. This multibillion-dollar project is Poland’s most ambitious and consequential power sector investment in a generation and will also facilitate the country’s transition away from coal-fired power. The contract is one of the largest civil nuclear projects ever awarded to U.S. industry and will support thousands of U.S. nuclear power industry jobs.
- Romania: USTDA funded a FEED study in October 2022 to support Romania in deploying the country’s – and Europe’s – first SMR nuclear power plant. The grant to RoPower Nuclear S.A., a subsidiary of the national nuclear energy producer, Nuclearelectrica SA. followed from previous USTDA assistance led to Romania’s selection in May 2022 of NuScale to provide its SMR technology. President Biden announced at the 2022 G7 Summit that USTDA had assembled a coalition of partners to fund the project’s vital FEED study phase, which is the next critical step to implementation.
- Ukraine: In December 2021, USTDA funded a licensing gap analysis for the Science and Technology Center in Ukraine to facilitate the introduction of SMR technology to the country. USTDA’s funding will provide Ukraine with a framework within which it can deploy SMR technology for its future energy security needs. NuScale is serving as the contractor for this activity.

Arlington, VA – U.S. Trade and Development Agency Director Enoh T. Ebong will travel to Côte d’Ivoire from March 16-19 to champion the mobilization of green and sustainable financing for Africa’s infrastructure priorities. She will also announce USTDA’s grant-based project preparation support to strengthen Côte d’Ivoire’s electrical grid and improve efficiency and logistics at the Port of Abidjan.
“Green and sustainable financing has become the fastest-growing global asset class, but most of these transactions have been focused on developed economies. Our goal is to shift attention toward climate-focused financing for Africa’s infrastructure priorities,” said Director Ebong. “Careful structuring of these projects will be essential. This is where USTDA’s project preparation assistance can play a critical role. It can help mobilize the financing that is needed for project implementation while creating business opportunities for U.S. industry.”
Director Ebong will open USTDA’s U.S.-Africa Green and Sustainable Financing Workshop, hosted in collaboration with the African Development Bank. She will speak to U.S. and African project development and financing stakeholders about solutions to help narrow the large financing gap for the continent’s climate-smart infrastructure priorities.
Director Ebong will also highlight USTDA’s support of Africa50’s Alliance for Green Infrastructure in Africa (AGIA) initiative to raise capital for transformational climate infrastructure. In support of this goal, USTDA has dedicated funding to identify green infrastructure candidate projects that require grant-based project preparation. These prospective activities would be structured to address the lending requirements of AGIA’s financing partners.
While in Abidjan, Director Ebong will announce new USTDA funding to strengthen the national power grid. Specifically, the Agency has approved a feasibility study grant to state-owned power transmission company Côte d’Ivoire Energies that will help develop a power grid emergency control system to increase the grid’s stability and reduce blackouts. When implemented, the system will be the first of its kind deployed on the continent and could serve as a model for other countries.
Director Ebong will also tour the Port of Abidjan, which will benefit from a USTDA-funded feasibility study and pilot project to reduce traffic congestion and improve cargo flows in the area. The Agency’s grant to Côte d’Ivoire’s Ministry of Transport will help develop a truck parking and logistics center using technologies from Virginia-based NTELX, Inc. The project builds on insights from a previous USTDA-funded reverse trade mission that brought officials to the United States to view U.S. innovations.
USTDA has a rich ongoing portfolio in Côte d’Ivoire, including projects to generate clean energy through decentralized solar minigrids for up to 100 communities and a power plant in the Boundiali region that will transform cotton stalk biomass into energy for the national grid. USTDA has also funded reverse trade missions to bring Ivoirians to the United States for a firsthand look at U.S. technologies, best practices, and financing to address their priorities, including a 2022 activity on port logistics and an upcoming mission dedicated to cybersecurity.
The portfolio in Côte d’Ivoire advances numerous Biden-Harris Administration priorities, including the Partnership for Global Infrastructure and Investment, the U.S. Strategy Toward Sub-Saharan Africa, Prosper Africa, Power Africa and the Digital Transformation with Africa Initiative. The Agency’s programming also follows through on commitments made at the U.S.-Africa Leaders Summit in December 2022.
