Garth Hibbert, Chief of the Office of Acquisition Management
Garth Hibbert is currently the Chief of the Office of Acquisition Management and also serves as the Director of the U.S. Trade and Development Agency's (USTDA) Office of Small and Disadvantaged Business Utilization (OSDBU).
In these roles, Mr. Hibbert exercises the full breadth of authority for pre-award and post-award contract actions through participation in acquisition planning, contract formation, partnering, administration, and resolution of disputes and claims. Mr. Hibbert serves as USTDA's lead negotiator for procurement actions and is responsible for the development of agency-specific acquisition policies and procedures to ensure compliance with statutory and regulatory requirements. He also leads USTDA's efforts to provide maximum opportunities for small businesses to participate in agency contract awards through outreach, education, and creative procurement initiatives.
Mr. Hibbert has awarded and administered contracts domestically and abroad in over 45 countries in Asia, Europe, the Middle East, Latin America, and Africa. Prior to joining USTDA, Mr. Hibbert served as Contract Specialist and Contracting Officer with the Department of Defense and is a member of the Defense Acquisition Corps.
Mr. Hibbert earned a Master of Business Administration degree with honors, as well as dual Bachelor of Science degrees with honors in Computer Information Systems and Management. He is certified at the DAWIA Level III/FAI FAC-C Level III for Contracting Professionals.
