Peggy Philbin, Deputy Director and Chief Operating Officer
Peggy Philbin serves as the Deputy Director and chief operating officer for the U.S. Trade and Development Agency. She oversees the operations of the Agency, including the Regional Directors, who are responsible for USTDA's international program activities. USTDA works around the globe to link U.S. companies to global infrastructure opportunities by providing early project planning assistance that matches U.S. technological expertise with overseas development needs -- creating lasting business partnerships between the United States and emerging market economies. This work has had an outsized impact in the markets that USTDA operates by advancing projects that support sustainable economic development and commercial relationships at the earliest stages of project development.
Before joining USTDA, Ms. Philbin was the Executive Director of the Bureaus of Administration and Information Resources Management at the U.S. Department of State, where she received a Meritorious Presidential Rank Award. Prior to joining the Department of State, Ms. Philbin served in various capacities in the Department of Justice, most notably as Deputy Director of the Executive Office for Immigration Review ("EOIR"), the nation's immigration court system and as General Counsel, prior to her appointment as Deputy Director.
Prior to her federal service, Ms. Philbin practiced law in both New York and Florida and served as adjunct professor at several universities. She is a member of the New York and Florida Bar and has served on several public-private sector boards.
