Victoria Becker leads the digital and transportation portfolios as a Country Manager for Africa and the Middle East at USTDA, overseeing strategic programming that advances technology-enabled infrastructure, strengthen digital connectivity, and support commercial engagement across the region. She works closely with public- and private-sector stakeholders to advance innovative, technology-driven solutions and foster collaboration between U.S. companies and international partners.

Prior to joining USTDA, Victoria managed food assistance and trade facilitation programs at USDA’s Foreign Agricultural Service and held roles in contracts administration and business development with USAID contractors and international NGOs. She holds a Master of Arts in International Relations from American University, with a focus on foreign policy and economic development.
