Indo-Pacific Energy and Critical Minerals Project Scoping Services

OVERVIEW

The U.S. Trade and Development Agency (USTDA) supports the development of overseas infrastructure projects that advance the shared strategic interests of the United States and its overseas partners. These projects offer opportunities for the export of trusted U.S. solutions, including technology, goods, and services that support U.S. jobs.

USTDA is the U.S. government’s first mover on critical infrastructure projects overseas. The Agency funds the upfront technical and design work that accelerates infrastructure development and helps projects attract financing. This includes project preparation activities such as feasibility studies, technical assistance, pilot projects, and front-end engineering and design studies.

SCOPE OF WORK

USTDA requires services from a U.S. contractor to support its decision-making related to the funding of project development activities that support U.S. industry participation in energy and critical minerals infrastructure development and implementation in the Indo-Pacific Region. The contractor would support U.S. government initiatives and USTDA engagement in the Indo-Pacific Region by informing agency decision making and program design for proposed activities in eligible developing and middle-income markets in Southeast Asia, South Asia and Pacific Islands. The contractor would meet with prospective grantees and consult with U.S. companies interested in projects that seek to identify, evaluate, and design project development activities that advance energy and critical minerals infrastructure solutions and catalyze new opportunities for the export of U.S. technology and services.
