Kathleen P. Neumann currently serves as the Director of Finance for the U.S. Trade and Development Agency. Kathleen served for 21 years as an Army Officer and retired at the rank of Lieutenant Colonel. She retired as Director of Financial Management and Comptroller for the White House Military Office, The White House, Washington, DC.
Kathleen earned a Bachelor of Science from Saint Lawrence University. She graduated from the Army Comptroller Program at Syracuse University. She earned both a Master Degree in Public Administration from Maxwell, School of Citizen and Public Affairs, and a Master in Business Administration, from the Whitman School of Management.
In her 21 years of service in uniform, Kathleen deployed to the Balkans and the Middle East and served in the Republic of Korea. Over her military career, she additionally served as Platoon leader, Company Commander, Joint Staff Officer, Headquarters Army Staff Officer, Instructor, Comptroller, Budget Analyst, Program Manager and Director of Resource Management.
Kathleen’s military education includes the Officers’ Basic Course; Officers’ Advanced Course; the Combined Arms Staff Service School; and Command and General Staff College.
