Shannon M. Roe serves as Senior Country Manager for the Indo-Pacific Region at the U.S. Trade and Development Agency. In this role, she oversees development and supervision for a portfolio of early-stage infrastructure project preparation activities, represents USTDA in various interagency working groups for strategic priorities in the Indo-Pacific region, and supports agency-wide efforts for the onboarding, training, and development of program staff.
Prior to her current role, Ms. Roe managed USTDA portfolios in West and Southern Africa and represented the agency to the interagency Power Africa Working Group. Before joining USTDA, Ms. Roe worked at the U.S. Government Accountability Office, where she provided research and evaluation of foreign assistance and infrastructure programs to the U.S. Congress; and at Deloitte Consulting, where she was a member of Deloitte’s Emerging Markets advisory practice. She has diverse work experience across the agriculture, energy, infrastructure, trade, and finance sectors, and also spent earlier parts of her career working on public diplomacy programs with the U.S. Department of State, and living and working with a small agricultural organization in Yunnan province, China. Ms. Roe holds a Masters of Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University, and a Bachelors in Political Science from Furman University.
