Overview

The U.S. Trade and Development Agency supports the development of overseas infrastructure projects that advance the shared strategic interests of the United States and its overseas partners. These projects offer opportunities for the export of trusted U.S. solutions, including technology, goods, and services that support U.S. jobs.

USTDA is the U.S. government’s first mover on critical infrastructure projects overseas. The Agency funds the upfront technical and design work that accelerates infrastructure development and helps projects attract financing. This includes project preparation activities such as feasibility studies, technical assistance, pilot projects, and front-end engineering and design studies.

Scope of Work

USTDA requires technical advisory services and project scoping/evaluation services under this non-personal services contract to advance aviation infrastructure implementation in eligible lower- and middle-income countries. The Contractor shall review project proposals for USTDA’s project preparation grant funding, including proposed technical assistance, feasibility studies, pilot projects, training, and capacity-building activities, and provide independent assessments and recommendations to inform USTDA’s funding decisions. The Contractor shall deliver high-quality, objective advice; conduct technical and financial analyses; engage with project sponsors and stakeholders; and develop clear scopes of work and budgets. Contractor tasks may include remote research, stakeholder consultations, in-country missions, and site visits to evaluate proposed projects for USTDA funding.

Specifically, USTDA requires services under this non-personal services project scoping contract to support its decision-making relative to the funding of activities to support countries across South and Southeast Asia. For the purposes of this contract, the Indo-Pacific includes the following countries: Bangladesh, India, Indonesia, Laos, Malaysia, Maldives, Nepal, Pakistan, Philippines, Sri Lanka, Thailand, Timor-Leste, Vietnam, and countries in the Pacific Islands.

The Contractor shall provide comprehensive technical advisory services and project scoping/evaluation services to help USTDA identify, evaluate, and design project development activities that advance aviation infrastructure implementation in lower- and middle-income countries. Responsibilities include conducting detailed analyses, developing terms of reference and budgets, engaging with current grantees, prospective partners, and U.S. industry representatives, and preparing clear, comprehensive deliverables aligned with USTDA’s funding criteria and program objectives.
