Digital Infrastructure

Background

USTDA develops overseas infrastructure projects that advance the shared strategic interests of the United States and its overseas partners. These projects offer opportunities for the export of trusted U.S. solutions, including technology, goods, and services that support U.S. jobs.

As the U.S. government’s first mover on critical infrastructure projects overseas, USTDA funds the upfront technical and design work that accelerates infrastructure development and helps projects attract financing. This includes project preparation activities such as feasibility studies, technical assistance, pilot projects, and front-end engineering and design studies. USTDA also funds activities that promote exclusive infrastructure partnerships with the United States and catalyze the export of U.S. technology to critical infrastructure projects overseas.

One of the ways USTDA carries out its mission is by providing grants directly to overseas project sponsors that, in turn, select U.S. firms to perform the grant-funded work. USTDA also selects Contractors to perform work under contracts governed by the Federal Acquisition Regulations (FAR).

Summary of Requirements

USTDA has a new requirement for CPA and audit expertise with demonstrated experience in Generally Accepted Government Auditing Standards to provide audit reports to assess and produce a guaranteed minimum of one Agreed-Upon Procedures audit report task order per each awardee. Additional optional Audit Reports will be assigned at the full discretion of the Government based on contractor performance and availability.

In summary, this contract shall include the following:
(1) One (1) guaranteed Agreed-Upon Procedures task order in the Base Year of the IDIQ;
and
(2) Additional Optional Audit Reports requirement task orders assigned by the CO based
on contractor’s availability at time of assignment of the tasks, on contractor’s
expertise, and on contractor’s performance of prior assigned tasks.

USTDA contemplates multiple- awards which may result in up to three (3) awards under the IDIQ, although the Government at its discretion will determine the final number of awards based on qualified proposals. The work on this contract will be distributed based upon the expertise, the quality of prior work completed, and the availability of the selected Contractors.

USTDA reserves the right to contract any activities covered by this contract outside of this IDIQ contract.
