Elizabeth Rosa currently serves as the Global Events Manager at the U.S. Trade and Development Agency (USTDA), where she leads the planning and execution of high-level international events that advance U.S. government priorities and promote U.S. industry engagement abroad. In this role, she supports all USTDA events, overseeing complex, multi-stakeholder programs, managing cross-functional coordination with interagency partners and foreign governments, and ensuring the successful delivery of strategic convenings, including ministerials, forums, and reverse trade missions. She also drives program strategy, stakeholder engagement, and operational execution, ensuring alignment with policy objectives while maintaining a high standard of delivery and participant experience.

Prior to this role, Elizabeth served as the Events Manager for Sub-Saharan Africa at USTDA, where she managed a portfolio of events supporting U.S. business engagement and infrastructure development across the region.

Before joining USTDA, Elizabeth served as the Special Events Coordinator at the U.S. Capitol, where she executed over 1,000 Congressional events, including the 2021 Presidential Inauguration, the 117th Congress New Member Orientation, and numerous House and Senate Committee hearings.

Earlier in her career, Elizabeth was a Senior Project Manager with a small business federal contractor, where she led the execution of events, trainings, and conferences for multiple federal agencies, including the Executive Office of the President, U.S. Agency for International Development (USAID), Department of Defense, Nuclear Regulatory Commission, and Department of Housing and Urban Development. These programs ranged from 25 to 5,000 attendees nationwide. She managed subcontractors, oversaw logistics and operations, and supported Small Business Administration (SBA) business development programs, while also contributing to Department of Homeland Security initiatives in human capital, manpower analysis, and change management.

Elizabeth is fluent in Spanish and holds a Bachelor of Science in Biological Sciences from Florida State University. She also holds professional certificates in Events Management from George Washington University and in Data Analytics from Harvard Business School, and is a Certified Meeting Professional (CMP) and Certified Government Meeting Professional (CGMP).
