Country Manager, Southern Africa
Sonja Horgen serves as the Country Manager for Southern Africa on USTDA’s sub-Saharan Africa team. In this role, she leads the Agency’s energy, digital, transportation, and critical minerals infrastructure portfolio in Southern Africa. Sonja collaborates closely with U.S. companies, USTDA partner organizations, technical experts, and multilateral financial institutions to advance infrastructure development and foster strategic partnerships.

With 20 years of experience in international program management, Sonja has overseen a diverse array of initiatives—including grant funding and technical assistance projects—throughout North Africa, sub-Saharan Africa, and Central and Western Asia.

She holds a Bachelor’s degree from the University of Virginia and an M.B.A. and a J.D. from the University of Melbourne in Australia.
