Sonja Horgen serves as a country manager on USTDA’s team for Africa and the Middle East. In this role, she co-leads the team’s critical minerals portfolio and also supports its energy, transportation, and digital infrastructure portfolios. Sonja collaborates closely with U.S. companies, USTDA partner organizations, technical experts, and multilateral financial institutions to advance infrastructure development and foster strategic partnerships.
With 20 years of experience in international program management, Sonja has overseen a diverse array of initiatives including grant funding, technical assistance projects, and rule of law initiatives throughout Africa, Central and Western Asia.
She holds a Bachelor’s degree from the University of Virginia and an M.B.A. and a J.D. from the University of Melbourne in Australia.
