Sonja Horgen

Sonja Horgen is a Manager for Global Programs at the U.S. Trade and Development Agency. In this role, she is responsible for the implementation of the Agency’s Global Procurement Initiative (GPI): Understanding Best Value in the Sub-Saharan Africa, Middle East/North Africa and Eastern European Regions. In this position, she coordinates with USTDA’s partner organizations, technical experts, and multilateral financial institutions to help bring the best value in procurement to USTDA partner countries.

Sonja has over 15 years of experience in program management, overseeing a spectrum of initiatives that include grants, technical assistance, and capacity building projects in the Middle East, North Africa, Central and Western Asia. Prior to her role at USTDA, she served as an Attorney Advisor for the Small Business Administration, where she directly assisted small businesses in securing financial assistance during the COVID-19 pandemic.

Sonja is a graduate of the University of Virginia and has an M.B.A. and J.D. from Melbourne University in Australia.
