The Alexandria Petroleum Company (“APC” or the “Grantee”) invites submission of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to execute a feasibility study (the “Feasibility Study”) to assist the APC in its efforts to improve the health, safety, and environmental protocols of its El Max refinery (the “Refinery”) in Alexandria, Egypt. The Proposal submission deadline has been extended to 12:00 p.m., Egypt Local Time/ 5 a.m. EDT, October 15, 2024. The U.S. firm selected will be paid in U.S. dollars from a $885,630 grant to APC from the U.S. Trade and Development Agency.

About the Grantee
The Grantee is a subsidiary of the Egyptian General Petroleum Corporation (“EGPC”), which is a parastatal organization under the Egyptian Ministry of Petroleum and Mineral Resources (“MoP”). EGPC has several affiliated companies through which it engages in exploration, development, production, refining, processing, transportation, distribution, drilling, engineering, construction, fabrication, maintenance, and training. EGPC typically establishes a specific company to manage each of its projects; EGPC operates nine refineries across Egypt and APC is the EGPC subsidiary that manages the Refinery.

Project Background
This Feasibility Study would support the Grantee with a series of assessments that define the safety, explosion, and fire protection issues to be addressed at the Refinery and will identify needs for new equipment, modification of existing facilities, the addition of surveillance and communications systems, and updated protocols and training. Established in 1962, the Refinery has an operating capacity of five million metric tons per year (“MMTY”) and since the Refinery commenced operations, there have been few, if any, upgrades to safety, fire, and emergency response systems. The Refinery’s aging equipment, combined with outdated or insufficient installed safety measures, pose a serious risk to the safe continued operation of the Refinery and, in the event of an accident, may cause harm to workers, the environment, and the local population.

About the Study
The objective of the Feasibility Study is to support implementation of an improved health, safety, and environment system; the activity has no impact on the Refinery’s refining capacity or operations. On the contrary, the Project’s focus is to improve the health, safety, and environmental standards of the Refinery, so that in the event of a fire or process spill, damage to the environment or GHG emissions caused by any such incident would be limited. The Feasibility Study will consist of a series of process safety studies including a Hazard and Operability Assessment (“HAZOP”), Fire and Explosive Risk Analysis (“FERA”), Safety Integrity Level Assessment (“SIL”), Quantitative Risk Assessment (“QRA”) and overall gap analysis for process safety, including firefighting systems, gas detection systems, and an emergency response assessment.

The Nusantara Capital Authority (“OIKN” or “Client”) invites submission of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to execute technical assistance (“Technical Assistance”) to support the deployment of smart city technologies in Nusantara, the new capital city of Indonesia. The Technical Assistance will provide detailed designs, technical specifications, procurement documentation, and a capacity building strategy necessary for implementation of Nusantara’s priority smart city infrastructure (the “Project”) in the Republic of Indonesia. The Proposal submission deadline has been extended to is October 18, 2024 at 8 p.m. Western Indonesian Time (WIB) (UTC+7 hours)/ 9 a.m. ET. The U.S. firm selected will be paid in U.S. dollars from a US$2,495,000 grant to OIKN from the U.S. Trade and Development Agency.

About the Grantee
Established in March 2022, the Nusantara Capital Authority (“OIKN” or “Otorita Ibu Kota Nusantara” in Bahasa Indonesia) is a cabinet-level agency of the Indonesian government charged with managing and governing Nusantara. OIKN reports directly to the President of Indonesia. OIKN is led by a senior executive, two deputy executives, and nine department heads. OIKN’s wholly owned asset management and holding company, PT Bina Karya, is also expected to play an important role in the implementation and operation of key infrastructure and assets on behalf of OIKN.

Project Background
The Project refers to the deployment of technology solutions in Nusantara focused on 15 priority smart city features (“Smart City Features”). Implementation of the Smart City Features is expected to improve the quality of life for residents of Nusantara and increase the sustainability of the new capital’s infrastructure. The Smart City Features include the following:

About the Technical Assistance
The Technical Assistance will provide OIKN with detailed enterprise architecture designs and definition of technical requirements for high-priority Smart City Features. The Technical Assistance will define technical requirements for the Smart City Features that can be used to issue well-specified request for proposal (“RFP”) documents when tendering implementation of smart city solutions for Nusantara. Additionally, the Technical Assistance will provide OIKN with a roadmap for developing the organizational and staff capacity to effectively deploy and operate Nusantara’s smart city infrastructure. The Technical Assistance will also help OIKN to identify relevant smart city solutions offered by U.S. suppliers for the Smart City Features. By establishing a coherent architectural blueprint for the identified Smart City Features, the Technical Assistance will help OIKN to ensure that the smart city initiatives are efficient, scalable, resilient, sustainable, and procurement ready.

The Concessionária de Saneamento do Amapá (“CSA,” or the “Grantee”) invites submission of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to execute Technical Assistance which will support CSA in planning to deploy technologies and solutions to reduce non-revenue water across the state’s water distribution system (the “Project”). The Proposal submission deadline is October 31, 2024 at 4 p.m. Amapá local time (3 p.m. EDT). The U.S. firm selected will be paid in U.S. dollars from a $672,500 grant to the CSA from the U.S. Trade and Development Agency.

About the Grantee

The Concessionária de Saneamento do Amapá is a private water concessionaire, managing the water and wastewater supply of the Brazilian state of Amapá. In December 2021, CSA’s parent company (Equatorial Participações S.A) acquired the water concession in the State of Amapá. In January 2022, CSA began a six-month period of joint operations with the state-owned water utility (Companhia de Água e Esgoto do Amapá) and took control of the entire operation in July 2022.

CSA now operates the existing water assets in Amapá, including 900 kilometers of water distribution, 350 kilometers of wastewater collection, pumping stations, and water treatment stations.

Project Background

In July 2020, the Government of Brazil approved a new legal and regulatory framework for the water and sanitation sector, with the goal of providing universal access to sanitation services by 2033. Historically, the water sector in Brazil has been dominated by public sector utilities, with only 8 percent of sanitation services provided by private sector companies. The new water and sanitation legal framework encourages private players to enter the market by bidding on concessions for water distribution, sewage collection, and water treatment services. Since its launch, the new framework has resulted in nearly $20 billion in contracted investments across 564 municipalities in 17 different states and is expected to attract over $130 billion in new investments in the sector.

Under the new framework, CSA acquired the water concession in the State of Amapá in December 2021. As part of its concession agreement, CSA has committed to investing $1 billion over 35 years to develop water and wastewater networks and reduce water losses in the existing system.

CSA’s concession agreement calls for reducing non-revenue water, or water that is pumped or produced but, for a variety of reasons, is subsequently lost or unaccounted for, from its current level of 74.6 percent down to 30 percent over nine years. The majority of CSA’s $1 billion investment will be used to develop water and wastewater networks in Amapá. It is estimated that approximately 8 percent of the investment budget ($75 million) will be allocated to the implementation of the water loss reduction master plan.

About the Technical Assistance

CSA is seeking support to develop a medium- and long-term master plan to reduce non-revenue water (NRW) across the state’s water distribution system. The Technical Assistance will identify technologies and solutions to reduce water losses, evaluate financing and organizational resource

requirements, and determine the phases of Project implementation. The Technical Assistance will also assist CSA in developing a roll-out plan for District Metered Areas (DMAs) to monitor the water flow and further reduce NRW.

Mzuzu WF Limited invites submission of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to execute a feasibility study (the “Study”) for a proposed 50- megawatt (“MW”) wind energy generation facility with an accompanying 100-megawatt hour (“MWh”) battery energy storage system (“BESS”) in Malawi (the “Project”). The Proposal submission deadline is November 1, 2024 at 11 p.m. Local Time in Malawi, 5 p.m. ET. The U.S. firm selected will be paid in U.S. dollars from a $1,326,543 grant to Mzuzu WF Limited from the U.S. Trade and Development Agency.

About the Grantee

Specially formed to own and operate the Project, Mzuzu WF Limited is the Malawi- based wholly-owned subsidiary of JCM Power, a Canadian renewable energy company operating exclusively in sub-Saharan Africa and South and Southeast Asia. JCM Power seeks to advance clean energy via its projects in these regions, while also accelerating social, economic, and environmental sustainability through the development of renewable energy projects.

Project Background

The Project includes a 50 MW wind energy generation facility with an accompanying 100 MWh BESS southeast of the city of Mzuzu in the northern region of Malawi. When implemented, the Project will be one of Malawi’s first utility-scale wind energy generation facilities and will significantly contribute to the country’s generation capacity, while helping to stabilize the national energy grid through BESS.

About the Study

Building on pre-feasibility studies previously completed by JCM Power, the Study will assess the technical, economic, and financial viability of installing the 50 MW wind power facility and the accompanying 100 MWh BESS. It includes tasks that will (i) evaluate and analyze wind resources in the Project area, (ii) determine the optimal design of the Project, (iii) review Malawian standards and regulations relevant to establishing a wind energy generation facility, (iv) develop a dispatch schedule based on hourly electric demand to optimize the use case and size of the BESS, (v) provide recommendations for upgrades to the national electric grid following analyses of the grid, (vi) produce transmission grid simulations, (vii) draft information and tender documents for requests for proposals to potential equipment suppliers, contractors, and financial institutions, and (viii) conduct environmental and social and development impact assessments. Additional tasks would review potential U.S. service providers and evaluate the total cost of the Project.
