Botswana:Technical Assistance for the Public Procurement Regulatory Authority, Government of Botswana

The Public Procurement Regulatory Authority (PPRA) invites submission of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to execute technical assistance for technical advisory services to assist the PPRA in implementing the Public Procurement Act of 2021 (“Act”) through the preparation of guidelines, best practices, and a public procurement implementation manual; conducting trainings on the prepared public procurement manual; the development of audit procedures and an audit manual; conducting training on the audit manual; and providing other recommendations for implementing the new Act. The proposal deadline is February 8, 2023 at 9 a.m. Botswana time, 2 a.m. EDT. The U.S. firm selected will be paid in US dollars from a $1,385,800 grant to the PPRA from the U.S. Trade and Development Agency.


About the Grantee
The PPRA is an oversight authority responsible for the regulation of public procurement in
Botswana. The PPRA’s roles include setting standards and practices for the public procurement system and regulating and controlling the public procurement system. The PPRA is also responsible for monitoring the performance of Botswanan procuring entities and enforcing the Act. The PPRA is also charged with providing and supporting capacity building and professionalization of public procurement stakeholders.


Project Background

The Technical Assistance will select a technical advisory team that would be situated within the PPRA, either onsite in Gaborone or based in remote office locations. It is anticipated that the Contractor will perform work both on-site and virtually, though the Grantee’s preference is that trainings are provided in-person. The Technical Assistance will work with the PPRA to develop guidelines, best practices and recommendations and will train the PPRA and other procuring entities on how to implement the Act as well as best practices for achieving value for money in public procurement and effectively auditing the public procurement system.


About the Technical Assistance
The purpose of this TA is to assist the PPRA in creating the rules, regulations, training
requirements, and implementation guidance for the PPRA and the procuring entities within the GOB to support the full implementation of the Act. The TA is designed to support the PPRA in administering the Act, specifically in the areas of implementing value for money in the public procurement system, providing capacity building to public procurement officers across the GOB, and the auditing of the public procurement system. The technical advisory team would achieve these objectives through the delivering best practices and creating a Public Procurement Manual, conducting training on the Public Procurement Manual, developing audit procedures and preparing an Audit Manual, conducting trainings on the Audit Manual, and providing other recommendations for the implementation of the Act.
