The Secretariat for Economic Development and Competitiveness of the State of Tabasco (Secretaría para el Desarrollo Económico y la Competitividad, “SEDEC”) invites submission of qualifications and proposal data (collectively referred to as the “Proposal”) from interested U.S. firms that are qualified on the basis of experience and capability to execute a Technical Assistance to support the implementation of fiber optic backbone infrastructure to provide connectivity to the state of Tabasco’s 17 municipalities. The Proposal submission deadline is 2:00 p.m. (Villahermosa, Mexico Local Time)/ 4:00 p.m. EDT September 13, 2023. The U.S. firm selected will be paid in U.S. dollars from a $845,500 grant to SEDEC from the U.S. Trade and Development Agency.

The Grantee is the Secretariat for Economic Development and Competitiveness of the state of Tabasco (Secretaría para el Desarrollo Económico y la Competitividad, SEDEC). SEDEC is an agency within the state of Tabasco with the responsibility of promoting, developing, fostering, coordinating, and overseeing the execution of policies and programs of economic development. SEDEC’s mission is to promote economic development through innovation and technological development and to seek a better business environment for sustainable growth throughout the state.
Project Background
SEDEC is leading a state government initiative that aims to provide 4G coverage to underserved rural communities and expand fiber optic infrastructure throughout the state’s 17 municipalities. In addition to serving unconnected populations, the improved fiber optic infrastructure would be essential for various high-priority transportation and digital infrastructure projects under development in Tabasco that require high-speed internet services.
About the Technical Assistance
The technical assistance will help SEDEC define the costs and technology specifications and develop a plan to finance and implement the Project. Once the technical assistance is complete, SEDEC plans to publish an international tender to install the backbone infrastructure. Once implemented, SEDEC is preparing a campaign to attract investors that would require high-speed internet connectivity through the state’s “Invest Tabasco” program to bolster the economy.
