Transportation and Logistics Definitional Mission: MENA-EE Region

Scope of Work

USTDA requires services under this non-personal services Definitional Mission (“DM”) contract to support its decision-making relative to the funding of activities to assist the MENA-EE Regional Team in identifying and evaluating climate-smart transportation and logistics infrastructure projects for potential USTDA support in the region.

The DM would conduct initial reviews of up to eight (8) proposals for feasibility studies, technical assistance or pilot projects and would fully develop funding recommendations, terms of reference, and final budgets for up to eight (8) activities for USTDA consideration. USTDA reserves the right to make the final determination on which activities merit consideration for the Project Reports. For each of the 8 initial reviews, the DM Contractor shall provide a preliminary assessment report. For each of the 8 fully developed projects referred to USTDA for consideration, the DM Contractor shall provide a project report.

The selected DM Contractor would also proactively conduct business development efforts to help identify new transportation and logistics project opportunities, including resilient transportation, as well as rail, aviation, and ports infrastructure, mobility management, project management, and supply chain management, in the MENA-EE region. In addition, the DM Contractor would identify project opportunities that support strategic initiatives such as USTDA’s Global Partnership for Climate-Smart Infrastructure and the Partnership for Global Infrastructure and Investment.
