Shanon Sheffield is the Program Advisor for Global Programs at the U.S. Trade and Development Agency. In this role she is responsible for implementation of the Agency’s Global Procurement Initiative: Understanding Best Value (GPI) in the Indo-Pacific region. In this position, she coordinates with USTDA’s partner organizations, technical experts, and multilateral financial institutions to help bring best value in procurement to USTDA partner countries.

Prior to joining USTDA, Shanon worked as a Contract Specialist for over 15 years with various U.S. Government agencies such as Naval Air Systems Command (NAVAIR), Defense Logistics Agency (DLA), and the U.S. Agency for International Development (USAID). Shanon also worked at the Hawaii State Department of Health in their Office Public Health Preparedness. In this role Shanon was the advisor to the State Epidemiologist and managed Grant funding from the NIH and CDC for state pandemic and disaster preparedness.

As a graduate of Indiana University of Pennsylvania, Shanon received her M.B.A from Holy Family University.
